Background:
Dr. Powell has over 20 years’ experience at Olive View-UCLA Medical Center. While he has been active clinically continuously throughout this time, he has, at different times, also held positions including Associate Medical Director, Chief of Staff, as well as chairman of multiple medical and administrative committees focusing on patient management, quality, safety, risk, and education. During his tenue, with the launch of DHS’s EHR locally and the Affordable Care Act nationally, he has participated in the pivot of DHS to an integrated health care system operating across three hospitals and multiple outpatient sites.

Dr. Powell’s clinical interests focuses on three areas: (a) the design and implementation of the first-ever DHS network-wide Cancer Navigation Program. Funded in just the past year, launching this program has involved developing standards, goals, teaching materials, and outcome metrics; (b) oversight the division’s collaboration with UCLA and TRIO-US, Inc for clinical trials offered to our patients; (c) retrospective reviews of outcomes and patterns of care based on the ‘real life’ experiences of our clinic patients.
Born in Baltimore MD, all of Dr. Powell’s initial education was on the east coast (Harvard University, Johns Hopkins University, Beth Israel Hospital Boston) before moving to California. He completed his medical oncology fellowship at University of California, San Diego, followed by 7 years on faculty before moving to the San Fernando Valley.
